ransparentEnvelope·········································104.4TransparentEnvelope················································114.5EquipmentsandSystem·············································135Material··································································195.1MaterialofInsulationSystem······································195.2WaterproofVapor-barrierMaterialandWaterproofVapor-permeableMaterial··········································256ArchitecturalDesign·················································286.1GeneralRequirements···············································286.2SafetyandDurability················································296.3ExternalThermalInsulationCompositeSystems·················316.4DetailsofBuildingNodesandDesignofThermalBridgeTreatment·····························································346.5BuildingAirTightness··············································376.6BuildingShadingDesign············································387BuildingEquipmentSystemDesign······························407.1GeneralRequirements···············································407.2HeatingandAirConditioningSystem·····························417.3VentilationSystem···················································447.4LightingandElevatorSystem············································467.5MeasurementsofIndoorEnvironmentandEnergyConsumption····························································································47AppendixAConversionCoefficientofEnergySourcetoStandardCoal············································50AppendixBBuildingEnergyConsumptionIndicatorsandFormofAlculationResults··························51AppendixCExteriorDoorWindowDesignandSelection·53AppendixDCorrectionCoefficientofThermalInsulationMaterial····················································56AppendixEStructureandConstructionMethodsofExternalWallInsulation······························57ExplanationofWordinginThisStandard·························62ListofQuotedStandards···············································63Addition:ExplanationofProvisions·································6511总则1.0.1为贯彻国家和河北省有关节约能源、保护环境的法律、法规和政策,提高能源利用效率,进一步降低建筑能耗,改善公共建筑的室内环境质量,结合河北省气候特点和具体情况,制定本标准。1.0.2本标准适用于河北省抗震设防烈度为8度及以下地区的新建、扩建的被动式超低能耗公共建筑的节能设计。1.0.3当建筑高度超过100m或单体建筑面积大于20万m2时,除应符合本标准的各项规定外,尚应采取加强措施并组织专家对被动式超低能耗公共建筑的节能设计进行专项论证。1.0.4被动式超低能耗公共建筑的节能设计,除应符合本标准的规定外,尚应符合国家和河北省现行有关标准的规定。22术语2.0.1被动式超低能耗公共建筑passiveultra-lowenergypublicbuilding适应气候特征和自然条件,通过被动式技术措施大幅度降低建筑供暖、空调、照明需求,提升主动式能源设备与系统效率,合理利用可再生能源,以更少的能源消耗提供更舒适的室内环境,其室内环境参数和能效指标符合本标准规定的公共建筑,建筑能耗水平(包含供暖、供冷和照明能耗)应在河北省《公共建筑节能设计标准》DB13(J)81-2016的基础上降低50%及以上。2.0.2建筑气密性airtightnessofbuildingenvelope建筑在封闭状态下阻止空气渗透的能力。用于表征建筑或房间在正常密闭情况下的无组织空气渗透量。通常采用压差试验检测建筑气密性,以换气次数N50,即室内外50Pa压差下换气次数来表征建筑气密性。2.0.3气密层airtightnesslayer由气密性材料和部件、抹灰层等形成的防止空气渗透的连续构造层。2.0.4基准建筑referencebuiding计算建筑相对节能率时用于计算符合河北省《公共建筑节能设计标准》DB13(J)81-2016和国家标准《公共建筑节能设计标准》GB50189-2015相关要求的供暖、供冷和照明能耗的建筑。2.0.5被动区域passivezone3符合被动式超低能耗建筑要求的围护结构所包围的区域。2.0.6显热交换效率(温度交换效率)sensibleheatexchangeefficiency在对应风量下,新风进口、送风出口温差与新风进口、回风进口温差之比,以百分数表示。2.0.7全热交换效率(焓交换效率)totalheatexchangeefficiency在对应风量下,新风进口、送风出口焓差与新风进口、回风进口焓差之比,以百分数表示。2.0.8现浇混凝土内置保温系统built-ininsulationsystemofcast-in-placeconcrete通过不锈钢腹丝焊接网架或金属连接件将现浇混凝土结构层和防护层可靠连接,中间设置保温层,层间设置混凝土挑板,在保温层两侧结构层和防护层同时浇筑混凝土,形成保温与外墙结构一体的外墙保温系统。2.0.9钢丝网架复合板喷涂砂浆外墙保温系统externalwallinsulationsystemofwiregridscompositeboardsprayingmortar由内斜插金属腹丝与复合保温板外单侧或双侧钢丝网片焊接形成钢丝网架复合保温板,通过金属连接件将钢丝网架(片)复合保温板与现浇混凝土结构层可靠连接,外侧钢丝网喷涂砂浆作为防护层、内侧结构层浇筑混凝土形成保温与主体结构一体的外墙保温系统;或者将钢丝网架(片)复合保温板与钢结构、框架结构主体可靠连接,内、外侧钢丝网喷涂砂浆作为防护层,形成钢丝网架(片)复合保温板外墙保温系统。42.0.10连接件connector穿过保温层,两端分别与结构层、防护层或两端的防护层进行可靠连接的钢筋、型钢、纤维增强塑料等构件,穿过保温板部位的钢筋或型钢应采用工程塑料热熔包覆。2.0.11防水隔汽材料water-proofandvapor-barriermaterial对建筑外围护结构室内侧的缝隙进行密封,防止空气渗透,具有抗氧化、防水、难透汽性能的材料。2.0.12防水透汽材料water-proofandvapor-permeablematerial对建筑外围护结构室外侧的缝隙进行密封,防止空气渗透,具有抗氧化、防水、具有一定水蒸气透过性能的材料。2.0.13热桥thermalbridge围护结构中热流强度显著增大的部位。2.0.14断热桥锚栓anchorboltforheat-breakingbridge通过特殊的构造设计,能有效减小或阻断锚钉热桥效应的锚栓。2.0.15可调节外遮阳adjustableexternalshadingdevice安装在建筑物围护墙外侧,能够调整角度、形状,改变遮光状态的建筑遮阳装置。53基本规定3.0.1被动式超低能耗公共建筑设计应根据气候特征和场地条件,通过被动式设计降低建筑能耗和提升主动式能源系统的能效达到超低能耗,在此基础上宜利用可再生能源使建筑物能源消耗进一步降低,实现更低的一次能源消耗。3.0.2被动式超低能耗公共建筑设计应以室内环境参数、相对节能率为控制性指标,建筑气密性、围护结构、设备和系统、智能化运行模式等性能参数为一般性指标,在满足一般性指标要求的基础上,采用性能化设计,实现控制性指标的要求。3.0.3被动式超低能耗公共建筑设计应遵循被动节能措施优先的原则,充分利用天然采光、自然通风,结合围护结构保温隔热和遮阳措施,降低建筑的用能需求。3.0.4被动式超低能耗公共建筑节能工程在满足本标准及国家现行有关标准的前提下,鼓励采用新技术、新工艺、新材料、新产品。3.0.5被动式超低能耗公共建筑的建筑构造设计应防止水蒸气渗透进入围护结构内部,围护结构内部不应产生冷凝,应进行围护结构防潮设计,并应符合现行国家标准《民用建筑热工设计规范》GB50176的规定。3.0.6被动式超低能耗公共建筑的总体规划及建筑防火设计,应符合现行国家标准《建筑设计防火规范》GB50016和《建筑内部装修设计防火规范》GB50222的规定。63.0.7被动式超低能耗公共建筑外墙保温系统应与主体结构或围护结构可靠连接,主体结构或围护结构及其与保温系统的连接应能承担保温系统传递的荷载和作用,在主体结构正常变形以及承受自重、风荷载和室外气候的长期反复作用下,不应产生裂缝、空鼓。外墙保温系统工程在正常使用中或发生地震时不应发生脱落,并应符合现行国家标准《建筑结构荷载规范》GB50009、《建筑抗震设计规范》GB50011、《高层建筑混凝土结构技术规程》JGJ3和《钢结构设计标准》GB50017的规定。3.0.8现浇混凝土内置保温系统、钢丝网架复合板喷涂砂浆外墙保温系统在正确使用和正常维护的条件下,保温系统的使用年限不应少于50年。3.0.9砌体结构房屋采用粘锚薄抹灰外墙外保温系统时,在正确使用和正常维护的条件下,保温系统的使用年限不应少于25年。3.0.10被动式超低能耗公共建筑外墙保温系统应考虑环境因素,采取可靠防腐措施,在使用过程中应对外墙保温系统定期检测、维护。3.0.11被动式超低能耗公共建筑公共区域应进行全装修,建筑水、暖、电、通风等基本设备全部安装到位。室内装修应简洁,不应损坏围护结构气密层、保温层和影响气流组织,宜采用绿色建材标识(或认证)的材料与部品。74技术指标4.1室内环境参数4.1.1被动式超低能耗公共建筑主要房间室内环境参数应符合表4.1.1的规定。表4.1.1被动式超低能耗公共建筑主要房间室内环境参数室内环境参数冬季夏季温度(℃)≥20≤26相对湿度(%)≥30①≤60新风量(m3/(h·人))符合现行国家标准《民用建筑供暖通风与空气调节设计规范》GB50736中的规定二氧化碳浓度(ppm)≤1000PM2.5室内设计日浓度(μg/m3)≤35允许噪声级dB(A)符合现行国家标准《民用建筑隔声设计规范》GB50118中室内允许噪声级高要求标准的规定②甲醛(mg/m3)I类公共建筑③≤0.02II类公共建筑③≤0.03苯(mg/m3)≤0.02室内总挥发性有机化合物(TVOC)(mg/m3)I类公共建筑③≤0.25II类公共建筑③≤0.30注:1冬季室内湿度不参与能耗指标的计算;2旅馆建筑允许噪声级为一级;3养老院、幼儿园、学校教室等建筑应符合I类公共建筑的规定,其他建筑应符合II类公共建筑的规定。84.2能效指标4.2.1建筑节能设计除符合现行河北省《公共建筑节能设计标准》DB13(J)81的要求外,尚应符合表4.2.1的规定。表4.2.1被动式超低能耗公共建筑节能要求项目要求建筑气密性N50≤0.6相对节能率η≥50%注:N50为在室内外压差50Pa的条件下的每小时换气次数。相对节能率η应按下式计算:η=(E0-E)/E0(4.2.1)式中:η——相对节能率,%;E0——基准建筑在规定条件下的全年供暖、供冷和照明能耗,不包含可再生能源发电;kWh/(m2·a);E——设计建筑在规定条件下的全年供暖、供冷和照明能耗,不包含可再生能源发电;kWh/(m2·a)。4.2.2基准建筑的设计应符合下列规定:1基准建筑是符合河北省《公共建筑节能设计标准》DB13(J)81-2016要求的作为计算全年供暖、供冷和照明能耗用的基准建筑。基准建筑的形状、大小、朝向以及内部的空间划分和使用功能应与设计建筑基本一致。2基准建筑的围护结构热工性能、外窗(包括透光幕墙)太阳得热系数限值、遮阳、冷热源、空调系统、新风系统、自然通9风、照明等应符合表4.2.2的规定。表…
