中国石油炼油化工建设项目可行性研究报告编制规定

简介
为提高中国石油炼油化工建设项目投资效益,进一步加强建设项目的前期工作,规范可行性研究报告的编制,特制定《中国石油炼油化工建设项目可行性研究报告编制规定(2011年版)》。本《编制规定》适用于中国石油炼油化工新建和改、扩建项目可行性研究报告的编制。当项目建议书或预可行性研究报告按本《编制规定》编制时,可适当简化,但应侧重于对项目建设必要性和基本建设条件的论述。对于投资额度较小、项目建设内容比较简单、市场比较落实的项目,也可按本《编制规定》进行适当简化。炼油化工试验项目可参照执行。当项目内有跨行业的单项工程时,可行性研究报告中相应部分应执行所跨行业的相关标准及规定。可行性研究报告应从技术经济角度进行多方案综合比选,并提出推荐方案。可行性研究报告应加强市场分析,尤其要强化产品在目标市场竞争力的分析。可行性研究报告还应从多方面对项目风险进行分析,提出规避风险的措施。
