本。据报道,韩国、日本部分钢铁企业年度环保设施改造投资均高达数十亿人民币,吨钢环保投资少则近70元,多则上百元。同时,每生产一吨钢还需要增加130.7~156.5元环保设施运行成本。在我国,“十一五”全国重点统计钢铁企业环保总投资467.6亿元,吨钢环保投资25.21元。宝钢、唐钢的吨钢环保投资分别为34.44元和31.05元。可以看出,与国际一流钢铁企业相比,我国钢铁企业的环保投入明显不足。另据不完全测算,我国钢铁行业环保设施平均吨钢运行成本约55元,宝钢等先进企业环保设施吨钢运行成本约100元,与国际先进水平仍有较大差距。我国钢铁行业污染物排放绩效要达到国际先进水平,吨钢环保投资和吨钢环保设施运行成本需在现有基础上增加1倍以上,吨钢环保投资增加30元以上,吨钢环保设施运行成本增加50元以上。按我国钢产量7.2亿吨计算,每年我国钢铁行业需增加的环保改造投资和运-9-行成本将分别超过220亿元和360亿元。2、烟粉尘无组织排放严重,实际污染程度远超统计数据钢铁行业之所以被认为是高污染行业,很重要的原因之一就是钢铁厂及其周边上空总是烟尘弥漫,这些烟尘中绝大多数并不是从烟囱中排出的有组织排放源,而是由于环保措施不当,从厂房、料场、道路向大气中散逸的无组织烟粉尘。但在污染物排放统计数据中通常仅包含有组织排放源,钢铁企业产生的大量无组织烟粉尘并没有得以体现。如:目前唐钢南区是全国公认的花园式工厂,其厂区环境空气质量甚至好于唐山市区的平均水平。2010年唐钢吨钢烟粉尘排放量为0.97kg。为与之对比,我们抽取了32家中小型钢铁联合企业的烟粉尘排放统计数据,这些企业装备和环保治理设施远不如唐钢,但其中有14家的吨钢烟粉尘排放指标都低于唐钢,最好的仅为0.37kg。出现这种现象的原因,就是这些企业部分产尘点未设置除尘装置,或除尘系统捕集率低,导致本应被收集处理的烟粉尘变成了无组织排放并没有被统计在内。若按照除尘效率95%来测算,这个“最先进”的企业比唐钢“少”排放的0.6kg有组织烟粉尘将变成20倍的无组织排放,实际上造成的污染超过唐钢12倍。另外,钢铁工业是资源密集型产业,钢铁企业每生产1吨钢,厂内运输量将高达5吨。钢铁企业物流实现方式主要包括铁路运输、公路运输、水路运输、辊道运输、行车运输、台车运输和皮带运输等。其中,公路运输由于具有灵活方便的特点,其占比通常在20%以上,部分中小企业公路运输的占比超过70%。但公路运输产生的扬尘,重载货运卡车排放的尾气都会对环境造成污染,这部分污染也不属于统计的范畴。在一些相对落后的厂区内,道路路面未硬化处理、洒落的-10-物料未及时清理,运输造成的污染更加严重。1.4.2项目建设必要性1.4.2.1符合…
