···········································································6812.4招标方式···························································································68第十三章投资估算和资金筹措········································································7013.1投资估算的编制依据············································································7013.2工程建设各项费用的确定·····································································7013.3估算总投资及其构成············································································7113.4流动资金估算·····················································································7213.5资金筹措及投资计划············································································72第十四章财务与经济分析··············································································7314.1评价的依据·······················································································7314.2基础数据(以下数据以锅炉改造为主)···················································7314.3财务评价(以下数据以锅炉改造为主)···················································7414.4不确定性分析·····················································································7514.5锅炉改造经济评价结论·········································································7514.6污水改造项目经济评价·········································································75第十五章结论······························································································781第一章总论1.1项目名称XXX医院污水处理站扩建及锅炉更新项目1.2项目承办单位1.2.1项目承办单位名称XXX医院1.2.2项目承办单位性质事业1.2.3项目承办单位地址XXX医院地址:1.2.4法定代表人法定代表人:1.2.5项目承办单位概况XXX医院。1.3编制依据◇投资项目可行性研究指南编写组编写的《投资项目可行性研究指南(试用版)》◇国家发展和改革委员会、国家建设部联合颁发的《建设项目经济评价方法与参数》第三版◇项目承办单位提供的基础材料1.4项目概况1.4.1项目实施地点2本项目实施地点为XXX医院内。1.4.2建设规模项目占地面积200平方米,不涉及办公及生活设施。1、将县医院原有污水处理站规模扩建到300m3/d,范围为从污水进入格栅井前1米到出水排放口外1米之间的设备、建构筑物、电气、自控仪表等。供电在配电柜进电总线处交接。2、将一台燃煤蒸汽锅炉替换为一台燃气蒸汽锅炉。1.4.3项目建设期项目建设期初步拟定6个月。1.4.4投资估算及资金筹措1)总投资该项目总投资100万元,其中固定资产投资99.96万元,(建筑工程费28.95万元、设备购置费52.30万元、设备安装费6.7万元、工程其他费7.3万元、预备费4.76万元),铺底流动资金0万元。2)资金筹措项目总投资100万元,其中县财政补助20万元,单位自筹80万元。31.4.5主要技术经济指标见下表表1-1主要技术经济指标表序号项目单位数量备注1日处理能力m3/d3002设计处理规模m3/h12.53系统运行时间h/d244总耗电量kw/d2085年工作日天3656劳动定员人4其中:锅炉改造部分人0污水处理改造部分人47工程占地m25008锅炉燃气量m3/d9规模总投资万元100(含锅炉改造、污水处理改造)其中:锅炉改造部分万元31污水处理改造部分万元6910年平均利润总额万元82.04(锅炉改造指标)11项目投资税前内部收益率239.64%12项目投资税前内部净现值万元494.1413项目投资所得税前回收期年1.45(含建设期)4第二章项目建设背景和必要性2.1项目建设背景XXX医院现有污水处理站1座,日处理污水200立方米,以次氯酸钠消毒,无实验室,无进出口在线监测,排入市管网。医院现有4t/h燃煤锅炉一台,年消耗煤炭1700t,排放二氧化硫20t,排放烟尘18t。为了保障广大人民群众身体健康和生命安全并降低环境污染,XXX医院提出对污水处理站进行扩建并将一台燃煤锅炉替换为燃气锅炉。扩建医院自有的污水处理站,对医院内排放的污水进行深度处理,使污水达标排放,对防止水污染,改善和提高内丘县城的生态环境和投资环境,加快县城基础设施建设,保证县城的可持续发展都具有重大意义。XXX医院改扩建项目为《产业结构调整指导目录(2011年本)》中鼓励类项目第三十六款第24项“预防保健、卫生应急、卫生监督服务设施建设”项目,是符合国家产业政策的,项目选址是与内丘县及XXX医院发展和土地利用总体规划相符合的。XXX医院作为内丘县规模最大设备最完善的医院,是病人活动生活比较集中的场所。治病救人,救死扶伤是医院的宗旨,而防止环境污染,杜绝交差感染加强医院污水污物治理和消毒也是义不容辞的责任。2.2项目建设必要性XXX医院担负着医疗和预防的任务,是病人活动生活比较集中的场所。治病救人,救死扶伤是医院的宗旨,而防止环境污染,杜绝交差感染加强医院污水污物治理和消毒也是义不容辞的责任。医院污水如不消毒处理排入水体,可能引起水源污染和传染病的爆发流行。我国十分重视医院污水污物的处理工作,《中华人民共和国水污染防治5法》(2008年2月28日修订,2008年6月1日施行)第三十二条指出“含病原体的污水应当经过消毒处理;符合国家有关标准后,方可排放”。《医疗机构水污染物排放标准》,(GB18466-2005)4.1.2条指出县级及县级以上或20张床位及以上的综合医疗机构和其他医疗机构污水排放执行表2的规定。直接或间接排入地表水体和海域的污水执行排放标准,排入终端已建有正常运行城镇二级污水处理厂的下水道的污水,执行预处理标准。医院现有4t/h燃煤锅炉已使用多年,锅炉热效率低,且燃烧过程中排放出大量二氧化硫和烟尘,严重污染了医院周边大气环境;由于燃气锅炉热效率较高,且燃烧过程中不会产生大气污染物,不会对医院病人及周边居民的生活造成影响和危害。综上所述,医院污水处理站扩建及锅炉更换对于改善环境质量、促进当地经济发展,建设良好的生态环境具有十分重要的意义。6第三章项目建设条件3.1区域位置XXX医位于内丘镇胜利西路9号,内丘镇位于内丘县东部平原地区,是内丘县委、县政府所在地。辖区有53个行政村,9171户,37500人,全镇区域面积64平方公里。该镇交通便利,主要交通干线有京广铁路、107国道、内临公路、隆昔公路等。镇区水土条件较好,是内丘县主要的产粮区和工业区。3.2自然环境3.2.1地形地貌内丘县地处太行山东麓,由分水岭的中低山经岗丘向山前平原地带。地势西高东低,形成山地—岗丘—平原的梯形地貌。西部山岭重峦叠嶂,平均海拔约1000米,最高海拔1822米。中部丘岗绵延,平均海拔约400米。东部平原广袤平坦,土地肥沃,最低海拔45米。三类地貌约各占三分之一左右。本县位于北半球温带半干旱季风气候区,四季寒暑分明,雨量偏少。3.2.2工程地质拟建站址工程的地层构造,从上至下主要分布为:黄土状亚粘土、轻亚粘土层;沙层、轻亚粘土互层;红粘土层、鸭粘土层夹砾石层;经分析:①黄土状亚粘土、轻亚粘土层及②沙层、轻亚粘土层可作为一般的建(构)筑物的基础持力层;而③红粘土层、鸭粘土层夹砾石层可作为承载力较大的建(构)筑物的基础持力层。场地内的地下水埋深在30m以下,可不考虑对混凝土的腐蚀性。场地土的类型属于中硬场地土,建筑场地类别7为Ⅱ类地区,未发现有影响工程稳定性的其他不良地质现象,经过勘查具备建设条件。3.2.3气象条件内丘县地处河北省西南部,邢台市中西部,太行山东麓,东经113°56′43″至114°38′16″,北纬37°9′11″至37°26′39″之间。东西长61千米,南北宽31.2千米,总面积771平方千米。属北暖温带半干燥季风气候区,属大陆性气候,冬夏长,春秋短,四季分明。春季干燥多风,夏季炎热多雨,秋季天高气爽,冬季寒冷少雪,光照充足,热量丰富,降雨量适中,无霜期长,蒸发量大,降水与气温年变化大致相同,具有雨热同季的气候特点。历年平均气温:13.0°C历年绝对最高气温:42.5°C历年绝对最低气温:-24.8°C年平均相对湿度:64.0%历年平均降水量:501.3mm24小时最大降水量:184.5mm年平均气压1012.9hpa年最大风速:35.0m/s最大积雪厚度17.0cm最大土壤冻结深度56.0cm3.2.4地震根据“中国地震烈度区划图”,内丘县地震基本烈度为7度。设计基本地震加速度值为0.15g,设计特征周期为0.35s。83.3市政配套条件3.3.1供电项目用电引自内丘变电站,该变电站距本医院距离为3Km。可从该变电站引线解决用电问题。3.3.2供水项目所在地地下水比较丰富,一般埋深在32—55米之间,属于岩石储水,出水量在36—52t/h之间,医院有自备水井,现日取水量为200立方米。同时项目将建设蓄水池,收集一定数量的雨水,用水完全能满足项目生产、生活需要。3.3.3供气项目锅炉所用天然气来源是北京中然翔科天然气公司,供气距离距主管道100m,每小时供给能力1000立方米。9第四章工程建设规模4.1污水处理站扩建4.1.1现状调查医院污水由来自住院部、门诊室、实(化)验室、食堂、浴室、卫生间、试剂室、洗衣房等场所排放的污水组成。该污水是一种低浓度污水,水质与一般生活污水类似,其中除含有有机的和无机的污染物,如各种药物、消毒剂、解剖遗弃物等污染物,还含有大量病菌、病毒和寄生虫,成份较为复杂。该废水如处理不达标而直接排入水体,会对周围水域及土壤等造成较严重的污染,从而危害人们的日常生活。医院现有污水处理站1座,规模10×4×3米,日处理污水200立方米,以次氯酸钠消毒,无实验室,无进出口在线监测,排入市管网。4.1.2污水量预测根据《医疗机构水污染物排放标准》(GB18466-2005)的规定,结合XXX医院的现有污水量,确定项目给、排水情况见下表:表4-1内丘县医院给、排水情况表类别规模最高日用户水量标准日用水量(m3/d)日排水量(m3/d)备注生活用水住院病人499床400L/(床·d)20017024h/d门诊病人500人15L/(人·d)7.56
